Jee-hoon Ki is an associate research fellow at the Korea Institute of Science and Technology Evaluation and Planning (KISTEP), which is a government institute supporting the Korean Ministry of Science and ICT in terms of science and technology policy planning and evaluation of national R&D programs to name a few. He holds a PhD in Economics at Seoul National University, Korea.
His research focuses on industrial leadership shift from incumbent countries or firms to latecomers when a new techno-economic paradigm emerges. As the 2018 Renault Fellow at the Fondation France-Japon de l'EHESS, he is now staying in Paris and studying national strategies on autonomous vehicles in France, Japan, and Korea from a comparative perspective.
 
Présentation :
 
Autonomous vehicles (AVs) are expected to substantially transform the landscape of the global automotive industry and the use of cars in our society. Governments in many countries have been implementing national strategies for AV development to embrace this emerging technological paradigm. Government policy tends to play a key role in socio-economic transformation especially when a new paradigm is coming. The reason is that government policy provides the “rules of the game” that affect practices and behaviours of consumers, producers, and intermediaries in a sector.
 
This presentation comparatively analyses national AV strategies between Korea, Japan, and France. Similarities shed light on the common components of a policy package for AV development, whereas dierences indicate the uniqueness of the respective countries’ strategies.
Using the sectoral systems analysis framework, the study takes a deep look at technologies, actors (firms, government...), institutions (norms, practices, law...), and demand.
 
The findings of this study contribute to advancing our understanding of the dierent trajectories of the socio-economic transformation of the three countries in the coming era of AVs.
Is the AV public policy more targeted at the industry or treating it as a key component of MaaS? Does it favour society over the industrial potential, or the other way round? What is the importance of the incumbent automotive sector? Are there any differences between Asian and European, emerging or mature countries? Here are some of the many questions this comparative study will help think about.
